aria-labelledby=\"fusion-tab-232e24f74efcc0d692b\" id=\"tab-232e24f74efcc0d692b\">\n<p>Il bilancio dei nutrienti dell&#8217;agricoltura svizzera (bilancio OSPAR) mostra un surplus di azoto e fosforo. Questa eccedenza \u00e8 rimasta pressoch\u00e9 costante per anni. Nel caso dell&#8217;azoto, la maggior parte dell&#8217;eccedenza corrisponde a perdite nell&#8217;ambiente. Al fine di ridurre questi impatti negativi, il 13 aprile 2022 il Consiglio federale ha deciso il percorso di riduzione dei nutrienti nell&#8217;ambito dell&#8217;<a href=\"https:\/\/www.parlament.ch\/de\/ratsbetrieb\/suche-curia-vista\/geschaeft?AffairId=20190475\" target=\"_blank\" rel=\"noopener\">iniziativa parlamentare (Pa. Iv.) 19.475<\/a><a href=\"https:\/\/www.parlament.ch\/de\/ratsbetrieb\/suche-curia-vista\/geschaeft?AffairId=20190475\">.<\/a><\/p>\n<p>L&#8217;obiettivo \u00e8 ridurre le perdite di azoto del 15 % e di fosforo del 20 % entro il 2030 <a href=\"https:\/\/www.blw.admin.ch\/blw\/it\/home\/politik\/agrarpolitik\/agrarpakete-aktuell\/verordnungspaket_2023.html\">(decisione del Consiglio federale del 1\u00b0 novembre 2023)<\/a>.\u00a0Il percorso di riduzione dei nutrienti intende portare a un&#8217;agricoltura pi\u00f9 efficiente e sostenibile in termini di nutrienti.<\/p>\n<p>Oltre alle misure adottate nei programmi di pagamento diretto, il settore dovrebbe adottare misure autodeterminate a sostegno del percorso di riduzione. A tal fine, le organizzazioni possono stipulare accordi sugli obiettivi con l&#8217;UFAG su base volontaria. La coltivazione delle piante e l&#8217;allevamento degli animali sono le forze trainanti. Gli animali assorbono i nutrienti in forma organica attraverso l&#8217;alimentazione. Espellono i nutrienti in eccesso con gli escrementi. Se raccolti, immagazzinati e sparsi in modo mirato, servono a loro volta come fertilizzante per le piante.<\/p>\n<p>I grandi lavoratori sono i microbi. Sia nell&#8217;apparato digerente degli animali che nel terreno, essi assicurano che gli animali e le piante possano assorbire le sostanze nutritive.<\/p>\n<h5><strong>Perdite di nutrienti<\/strong><\/h5>\n<p>Alcuni nutrienti vengono sempre persi durante e tra le fasi. Quanto meno questo avviene, tanto pi\u00f9 efficiente e produttivo \u00e8 il ciclo. Gli agricoltori influenzano direttamente il livello di perdite attraverso le loro azioni. Pi\u00f9 efficiente \u00e8 l&#8217;alimentazione degli animali e pi\u00f9 mirato \u00e8 l&#8217;uso dei fertilizzanti, minori sono le perdite. Ci\u00f2 consente di aumentare la densit\u00e0 degli animali rispetto alla superficie foraggera dell&#8217;azienda.<\/li>\n<li>L&#8217;intensificazione \u00e8 avvenuta a causa di fattori ambientali specifici del luogo e sulla base di modi di vita tradizionali: A seconda della regione, si \u00e8 investito maggiormente nella produzione vegetale o nell&#8217;allevamento.<\/li>\n<\/ul>\n<p>Le conseguenze di questo sviluppo sono che la dipendenza dell&#8217;allevamento dalla produzione vegetale e vice-versa \u00e8 diminuita. L&#8217;intero settore agricolo svizzero viene considerato come un&#8217;unica azienda agricola e l&#8217;input di nutrienti viene confrontato con l&#8217;output di nutrienti dall&#8217;agricoltura. Questo bilancio \u00e8 calcolato annualmente da Agroscope per l&#8217;azoto e il fosforo (<a href=\"https:\/\/ira.agroscope.ch\/de-CH\/publication\/51639\">Spiess e Liebisch, 2022<\/a>). Gli input comprendono mangimi importati, fertilizzanti minerali, fertilizzanti riciclati (ad esempio compost), sementi importate, fissazione biologica dell&#8217;azoto e deposizione dall&#8217;aria. L&#8217;output \u00e8 costituito dagli alimenti vegetali e animali e da altri prodotti (ad esempio la farina di ossa) che escono dall&#8217;agricoltura. La differenza tra input e output d\u00e0 i flussi incontrollati fuori dal ciclo ed \u00e8 composta dalla variazione dello stock di suolo e dalle perdite. L&#8217;eccedenza per il 2020 \u00e8 stata rispettivamente di circa 84.000 t di N e 4.200 t di P; in termini di superficie agricola utilizzata (SAU), ci\u00f2 ha rappresentato rispettivamente 80 kg N\/ha e 4 kg P\/ha. L&#8217;obiettivo del percorso di riduzione \u00e8 quello di ridurre le perdite di nutrienti entro il 2030 del 15 % per l&#8217;azoto e del 20 % per il fosforo.<\/p>\n<p>Una maggiore efficienza si ottiene con una maggiore produzione a parit\u00e0 di input o con la stessa produzione a parit\u00e0 di input. Poich\u00e9 i dati non sono immediatamente disponibili, la Confederazione deve fare riferimento agli anni precedenti.
